I found this glass in the free bin at a local junk store. It has a chip in the corner but I just want the base for a paperweight. I would like it perfectly smooth and clear. Suggestions?

Look up how to cut glass bottles. People usually cut them in half to use as drinking glasses, and have to sand the rim because it's sharp. Same story. If you go the cutting disc route, absolutely do it under running water with a mask.
