A file. It is almost ALWAYS the answer to 'how to sharpen'. People are retarded and quick to go to abrasives, often rotary tools. It's a waste of money, produces ugly swarf instead of filings, when not looked after the geometry is random and in the case of powered abrasives you risk drawing the temper of your blade.
So file it.
If you want something to be razor sharp follow up with a slip stone. But a hedge cutter isn't really the type of thing you need or want that sharp. Save yourself the time.

You don't diy faggot. No one but retarded knife fetish faggots use files and wet stones. 99.999999% of sharp objects are sharpened using some type of grinder at the factory and in field. At sawmills they resharpen their bandsaw blades by grinding, landscapers are no different. All drill bits are sharpened by grinding. Big ass swords? Yup grinding. Even the pre-sharpened pencils at the store are done so by grinding.

Plug in electric consumer brand shit should be tossed the fuck out and replaced. Good luck finding anyone anywhere who professionally sharpens hedge trimmers. There is virtually no one. Because even tho th3 bench mount chain sharpener can be set up to do hedge blades, nobody bothers because its not worth the fucking time dude. If dudes doing shit in a workshop for a living don't bother then either you're a retard or your specific level of tism needs to start with more basic subjects.
