I got some off using paint remover spray and a plastic scraper but it's too slow

supposedly Citristrip is safe for removing paint from vinyl.

I've used it extensively. Citri-strip is definitely my paint stripper of choice. Takes longer, sure, but I don't feel like a mutant after getting a whiff. You can cover the gel type with Saran wrap after you brush it on so it doesn't dry out.
I suspect it might discolor vinyl, but if you're going to paint it afterwards that's not really a problem. Just be sure to be really, really thorough rinsing it.

Why remove the paint? Just scuff, prime, and then paint. What's the point of removing the paint?
