It also is just able to reach a broader audience when it isn't explicit. It's why mainstream ecchi series like Nagatoro don't actually show nipples, since it means they can sell it to teenagers. Senran was never really meant to be an explicit series to begin with. The Versus series was made raunchier as it was originally intended to be a non-canon spin-off. I imagine the choice to show nipples in the Estival Versus OVA was one made after a lot of internal debate about the future of the series.

Exactly. The fear of being known as the guy who asked for, what they'd see as, more obscenity would be too much for them. We know it's a ridiculous law and they probably know it too, but the fears of reputational effects are too great for anyone to risk. Both as the guy trying to campaign for it and the people supporting it would be too concerned with theirs and their country's reputation to do it. It's a dumb mess that's ingrained in part of who they are as a people.

I don't think it's about international reputation so much as availability to foreigners. There are plenty of Japanese products that have labeled on them "not to be sold/distributed outside of Japan."
