I think it has to do with how goimg to the besch or pool is the only socially acceptable situation to wear nearly nothing, so maybe it's closer to casual nudity. It has the addition of how the swimsuit is still a piece of clothing, so its choice entails personality and good looks as any other clothes.
Then there's this sort of encapsulation of the experience, as it is only restricted to certain places and time (the latter is layered as it goes Summer, Holiday, Hours with decent Sun exposure), which makes it feel like a magical fairy cove where reality is so different from the rest of the world.
