They cracked down on the VPN trick in December. It's not just you. The current workaround for existing accounts involves changing your currency and actually making a steam purchase, which locks you to the region for a month+ iirc.
Idk it sounded sketchy to do on my main acc, I just finally said fuck it and made my first steam alt. Swapping accounts is quick.

If you make a new account using VPN it'll work no issues, add the game, install, disable VPN and swap steam region back to your current region.

You need to go full maxed APL P-skills in accessories. Besides the 12/13PP skills off SSR suits you can get some lower cost ones off the Venus Board and early level rewards I think. Once they add the 6PP APL skill to the EN Venus Board it will replace the 5PP skill in this pic to complete the full minmax.

Are you trying to add VV through Steam? I think you probably fucked up your account for the time being with all the stuff you probably tried, but this method should work:

1. Use VPN to switch to Hong Kong region. I use a paid VPN service so the free ones might not work due to limited features /coverage and what not. I recommend Proton if you wanna go paid.

2. Look up the VV Steam page on a web browser. Make sure you are not signed on.

3. Add VV to the cart. You should still be signed out but once you add it you will be prompted to sign in. That's okay, the point of this trick is to get it in your cart before you sign in.

4. Once you're signed in, the game is already in your cart, and you just check out with whatever currency it says you need to check out with. I believe it will say check out with 0 Hong Kong currency. Just go ahead and do that and it will be fine since its a free game. You would actually have issues and need to do this another way if the game cost something.

5. Once you successfully added the game to your account just sign out and close the browser, and sign on to your Steam account through the Steam app. VV should be there and you are good to go. This part doesn't require you to change VPN regions or anything, it doesn't matter.

The last method I know that should definitely work is the method I use to buy VV Prism. The catch is it involves changing the actual region of your Steam account itself, and you will be locked out of changing it back to your home region for exactly 3 months because of Steam policy for store region changes. The thing you would need to do is buy a Steam gift card (the cheapest one) for Hong Kong/Singapore currency, Play Asia sells them, they email you the codes, I have done this a lot of times for Japanese PSN cards. Or go with which ever vendor you know is legit. Once you get the code, go into your Steam app on PC and redeem it. It will ask if you want to change your region to HK/Singapore in order to redeem and just proceed with it. This is the only way to initiate it to change regions. Just remember you can't change back for 3 months and if you want to change back you have to buy a game/gift card in the currency of the region you wanna change back to. It never asked me for billing address, I just input my codes, they were in JPY, and it accepted it, I don't remember what the prompts were but there was something about it being only able to be redeemed in a different region and let me confirm to proceed or some such because this will change your store region.
