You can only have 1 per girl and it's built into the suit. If you meet the conditions it says to activate them it'll increase your score. Ideally you use complimentary ones that can activate at the same time like 'when teammate scores' on one girl and 'when Spiking/Feinting' on the girl doing the attacks. The APL skills won't help with score so replacing them with STM drain reduction, or if you have enough already use more POW/TEC skills.

If you want to get high points, have an attacker with fairy feint / killer spike and a receiver with fierce yell. Set your attacker to score so that she gets +60% appeal points every time. Due to the somewhat randomness of who attacks (despite what you set) score can fluctuate quite drastically based on who actually scores so like the other anons said keep trying. If you have a girl with a birthday suit she should easily be able to score enough if you built her right.
