Pic related is the best f2p POW attacker suit in the game. It is the perfect set of skills to be a dedicated attacker girl.
Most suits do not have the luxury of having that 3/3 skill spread, and so a suit that has 2/3 of these is still good.
For example the auspicious blossom SSR is a 2/3 SSR. Decent enough if you can get it.

neither does self buff on receive, it's just blocking shots, but nerfing saves on stamina. Stamina consumption is based on a % of the pow/tec that was in that shot., and because stam consumption reduction passives don't work on recieve, nerfing the pow/tec on the attack is the only way to conserve stam as a receiver.

Stam suits are bad for attacking and good for defending.

How it works is that attackers get stamina reduction potentials and raise it beyond 100%. Having high stamina is detrimental because you end gaining less attack stats when you break the stamina cap (since it's percentage based). That's why people skip out on getting the stamina buffs from the venus board and avoid leveling their stamina accessory if they build the girl as an attacker.

Defenders on the other had want to get attacking potentials because stamina reduction doesn't work on them. They want higher stamina because you can't reduce the damage done to your stamina when defending so having high natural stamina is desirable.

They attack too much and then run completely out of stam in 2 points and become totally useless.
Really receivers can go with no skills in their potentials but plat receiver and maybe natural receiver, since that only works on receiving (too bad there's no pow version, and there's very few natural receiver big skills for only a couple girls), but you generally want to put stam on them too just in case they do attack and score that it's not really detrimental to them.
If I did put on any pow/tec skills I'd only be small ones like 5pp, and I generally wouldn't climb them. I certainly wouldn't use a 27% pow or tec skill, they always end up killing their stam if you do that.
I went with this assumed meta build for receivers for a year and was having horrible win rates, losing 2-3 matches every single day, because my receiver would score the first 2-3 points in a mach and be totally out of stam and then lose possession and then get aced 8 times in a row. My girls never obey strategies and the only way I can make my receiver NOT score 3+ points a match is by making them so weak they can't score, they attack and lose possession instead and I just have to hope they can block a shot and next time my attacker does the attacking.

Receivers are completely irrelevant in arena after they take their first possession. If a receiver tries to spike it, that's pretty much a dude score. THe point is tryign to get the highest possible score. Also you can supplement your receiver with your substitute to get another. Arena is all about getting your attackers to 300% stamina and being an unstoppable wrecking ball.

Today, I decided to roll for the “Naked Summer” costume, as I wanted to get this costume for Momiji for my collection of her suits. The first rolls were successful, but I didn't get Momiji. After that, my morbid curiosity about how long this would continue made me keep rolling. As a result, after a total of 720 rolls, I got all the characters in this gacha several times (Fionax5, Nagisax5, Tamakix2, Kannax4, Kokorox4, Mariex7, Kasumix4, Momijix0), but not Momiji. And now, after spending 325,000 stones, I am completely broke and did not get the costume for Momiji.
After such incidents, it is not surprising that some people begin to believe that the game determines your favorite girl and reduces the chances of dropping costumes for her.

It's also pretty scary to think that no matter how many stones you accumulate, you might not get the costume you want, since there is no guaranteed suit drop system in this game (at least for free-to-play players like me).
