Cooperation with one's own spanking and holding position is hot but mentally challenging, whereas cooperating in another's is a bit easier while still being a mindfuck.

If the spankee holding the other one down lets the limb escape and break position, they both get extra swats. This can create a mixed, adversarial relationship between spankees.
Another option: The spankee currently getting spanked doesn't get penalty swats for breaking position, just the spankee responsible for holding them. So they get the other one more in trouble.
Another option: Whoever breaks position the most gets an extra set of penalty swats, ideally with a mutually feared implement that is left out to see the entire time. How ties are handled is up to spanker's preference.

Alternative solutions:
1. Lock the door. Make it scary. Tell the spankees that door will not be unlocked until everyone receives their lashes. Make them repeat what you said. Then when there's silence, lock the door so everyone can hear it.
2. If anyone escapes or quits, the rest are taking the quitter's punishment.
3. Use inconvenience. Confiscate their clothes/car keys/phone/etc. They can leave whenever they want. But they'll be walking home naked. This is also the closest to a theoretical legal form of power exchange for any kink activity like forcing an adult to be spanked. It is legal for the spankees to 'gift' the spanker their property. And the spanker has the property right to keep it if they want.
