you could go baggy+rugged shorts like >>18465276 jorts fatigues etc and keep the boots.
or drop the boots and go for a short inseam high rise pair of shorts for a more 80s look.
either one would be sick but baggy answers the question better because less of his fit would have to change. but either is valid for this kind of vibe.
