Its more the fact that most harem pants have a small, or elastic cuff so they aren't too wide at the ankle and if they are a bit long they won't go under your feet.
I am short and quite like to wear them because I don't have to hem. 39/40 inch length on regular pants would be way too long but with the cuff it's perfect. I can even wear a 42 inch and it still won't go under my feet
