It's a continuation of the soilennial look from the 2010s, which was a continuation of the hipster look from the late 2000s to early 2010s. Millennials started out by growing their beards out "ironically" to look like a parody of a lumberjack, because that's so quirky (teehee). That normalized keeping beards, so all the non-hipsters saw an opportunity to not put in any effort in their appearance and let their beards grow out, because nobody cares anymore if you're not clean shaved.
A lot of these bearded skinny fat guys are also a bunch of nerds who work in IT and/or remotely from home, so grooming isn't much of a necessity for them, especially since corporate office culture has become a lot more casual since the 2000s, because most mega corps since the past 2 decades have been tech companies operating out of Silicon Valley, the hub of leftists and hipsters. So, that culture spread to the entire world through these tech giants.
