Is it bad that I sometimes spend like 20 or 30 minutes scrolling on my phone between sets?

Most likely yes. That would less terrible if you were training 1RM for strength or if it was just cardio. Outside of that, there isn't much of a reason to rest that long. Waiting too long will also undo any warmup your muscles have previously done, possibly leading to a drop in performance. General rule is to avoid resting for more than 5 minutes, and you will only need that much rest for heavy compound lifts.
