I don't think it has a purpose, there's just no evolutionary pressure against it because it happens just before death when you've already fucked. Here is how it works: it's not that living beings change towards a goal, it's that only living beings that can survive a certain environment are alive (natural selection).
This means that when living beings reproduce they will pass a good chunk of how they were.
If you can reproduce while being bald or, as it probably happened with humans, before going bald then baldness will keep existing in the population.
