Up the frequncy, add a supporting movment. Idk what you're doing specifically but the non retarded version of HIT usually have a compound and an accessory (or two) for every muscle repeated every 3-5 days. Doing some once a week shit will almost have some degree of detraining. .

Your first mistake was lifting, lifting eats into rest time, if you take a week off, every week, that adds up to 365 days a year of rest, that's how you build muscle.

I thinks that's exactly what he's trying to say but what Mentzer actually recommended was going once every 5-8 days which is almost 1.5x per week at most. He also said to add random rest days just because on top of this. He basically had you progress everything once a month. In his defense modern periodization has you progress once a month too but at least they have a way of doing so. Maybe Mentzer assumed you were also doing a lot of work outside of the gym. Maybe it's just that people were way the hell more active back then.
