chlorine dioxide is a popular way to kill bacteria in water, it is used in water purification, swimming pools, lot of people use it in camping or hiking to make water safe to drink
so it's not like it's soomething you're not supposed to ingest at all, it's all about dosages
the old "MMS" was hydrocloric acid and sodium chlorite directly in water, the chlorine dioxide would happen from the reaction in the water, which is fine at low doses but can be harmful in higher doses as you would ingest hydrochloric acid and sodium chlorite
but now you can make pure chlorine dioxide solution (CDS, OP's picture) by making the reaction to happen in a closed jar, the water will then absorb the chlorine dioxide vapors, leaving the unreacted hydrochloric acid and sodium chlorite separate
you still need to be careful about the dosage but that's less harmful and have many benefits in various situations

I know, I know. I just keep expecting some justification that will satisfy me. I never get one because it doesn't exist. People do things solely because people tell them not to.
