That's always been the case, unless you have a family member on "the inside" already. Sure you can eek out a living working day jobs that you lose periodically because you scored a commercial or extra work.
But the truth is people on the inside don't send the elevator back down very much. They save the slots on the inside for the people close to them, like family members and close friends.
Day 1 of Acting Class should always be one question: "Do you have a family member or close friend already on the inside? If the answer is no, then full disclosure you're wasting your time."
