Right now I just have a pullup bar and a jump rope. I'm kinda skinny fat and I need some weights. Will a pair of big adjustable dumbbells be enough to get a decent fizeek? I don't feel like getting a whole barbell bench rack plates etc.

you can do dips with 2 chairs
and adjustable dumbells sure but heavy ones to not outgrow them immediately

If you're on a budget I'd get some olympic rings, a cheapo pair of loadable dumbbells (the screwtop kind) and a bench (cheapest one you can find). You can basically hit every muscle with that alone and it'll probably set you back less than $200.
With the oly rings you can do a shit ton of calisthenics, pullups, dips, pushups, rows, even curls and triceps extensions
With the dumbbells you can do all the isolation you need and even hit legs with BSS and RDLs provided you have enough weight to make it challenging
A squat rack and barbell is great and it should be the foundation of any serious home gym in my opinion but just those three things will already cover 90% of what you need for hypertrophy to get a good physique.

If you don't want to go the way of the power rack/barbell then I would go with the adjustable dumbbells and an adjustable bench. That would probably give you the best bang for your buck if you only want to go with adjustable dumbbells.

If you only care about upper body then literally oly rings, loadable db's and a bench is all you need. You really should throw in some lower body work at least once a week, just 2-4 sets of goblet squats and RDLs if you can to keep things balanced and supple, but you do you boo.

A wall. You can build the same amount of muscle as you can with concentric contractions with isometric contractions as long as effort is the same.
