leg raises don't target abs but iliopsoas
abs get targetted in really small motion of movement where your chest tries to get closer to the pelvis by twisting the spine, after that small amount of movement you start to feel "hip muscles"

whenever you wonder if you're doing a good form don't listen to anyone but google "[muscle] insertions" and see where the muscle connects to the bone and imagine trying to connect those two points by a movement

try doing ab crunches with knees in 90 degree position vs legs down on the floor and you will lierally feel the difference
