In North American cities they halfheartedly try to make them look "homey" and "inviting." Those apartment buildings in North America would use vinyl siding, fake vinyl shutters and maybe even a little fake stone to achieve a faux-colonial look. The same buildings for yuppies with a little more money would have a ton of brightly-colored plastic/metal cladding and pointless PoMo ornamentation.

That being said, those mid-20th century commieblocks may look more stark, brutal and utilitarian, but at least they'll still be standing 50 years from now. The North American version of those low-rise apartment buildings are mostly cheaply built, wood-framed popsicle houses that will probably all be condemned in 30 years.
