I had this issue. Was eating 1500 calories when my maintenance was 2000 4 months before I started the cut, and I could not break below 170lb.
I fixed it by re-introducing 60% carbs (oats in the morning, rice, pasta, bread) and eating 2000-2200 calories or so per day. Weirdly enough, that's when I started losing weight and lifts shot up.

this anon is right. you've messed up your metabolism and hormones probably. Start eating at maintenance level again for a couple of months.
