You didn't do anything wrong, they are so narcissistic they assumed you were filming them. If anything does come of this, like say you walk in next time and the counter person says "you were filming last time?" Just be honest and say you had your phone out and realized it might have been perceived that way, and if they escalate any further just quit that gym and go somewhere else. You can sleep easy because you didn't fucking do anything.
