It wasn't one guy. I've never seen a fatasfatass with small calves. Even after losing weight they generally keep bigger than average calves. That guy in particular was just the biggest calves I've ever seen. They were probably bigger than 20 inches desu senpai.

fat isn't just over a muscle, its inside of it aswell, underneath the calf towards to ankles is mostly tendon. even if fat people do get bigger calf muscle, its pointless and irrelevant because it isnt a viable way of training and by definition is not calf training.
