That doesn't really make sense to me. Brewing beer takes much longer than boiling water for a few minutes. You could then simply bring the clean water with you, just like you also would have to do with the beer.

That's a fairly small amount of food for an average- sized soldier, I'd say? The main reason it's called a ration is it's "rationed" so there isn't much of it to go around, they give every soldier the minimum amount for the day. I wouldn't WANT to eat a double helping of bread in that timeframe, but I could easily.
