If by "proper form" you mean "one-size-fits-all" form, then yeah. Even with adjustments, I've never used a machine at any gym I've been to that made go "yeah, this is perfect" in terms of rom, pathway and the like.
Machines are far from being useless, but the reason most gym favor them over free weights is that they're hard to fuck up and you can set a total noob on a machine based program in half an hour and send them their way. Also, even if you fuck up, you're less likely to get a major injury with machines than free weights.
With that being said and while I still prefer free weights over machines, assuming they're properly designed, they're usually very good at targeting specific muscles without hassle. You have to asses what you wanna get from a specific exercise and pick which is better for tgat specific goal, free weights or a machine.
