Your solutions are unbelievably naive and the problems you are identifying aren't even the real ones. The woman in the OP is not in a food desert, she is posting a massive haul from fucking Costco, they sell plenty of non-slop there. She isn't short of funds, she bragged about the enormous price tag of her haul. Her kids undoubtedly have access to public school and health class, not to mention the internet where they could do their own research. This is not a money, school or a grocery store issue, it's a cultural and IQ issue and yeah it is multifaceted, what is required to attempt a fix would be unpalatable to the public.
At bare minimum you'd have to ruthlessly enforce exactly what they can eat, which means either shipping it to them directly or restricting what they can buy at the store and somehow preventing them from bartering for junk. This will only stop them from doing it at the taxpayer's expense of course, as soon as they get cash they can do whatever they want, so you'd also have to somehow brainwash them into caring about health and reconfigure society to shame fatties, and you'd have to do all this while contending with riots from people calling you totalitarian for even floating any of these ideas.
