you have people today unironically hoarding heaps of encrypted communications in the hopes that one day these things will be powerful enough to decypher all this data.
The reason people keep pouring money despite it being highly unlikely to see them go anywhere is because there are huge security concerns around quantum computing, like national security threat levels of concerns.

Probably (I don't actually know), regardless, Quantum-proof (or at least more secure) encryption is already a thing, the problem is you can't just retroactively add it to all of the encrypted files people have been stashing for decades. Once encryption is broken on this level, there will be a massive backlog of personal information, business information, government information that will leak, and that really can't be undone or avoided. It's a matter of time really

Hypothetically, but it's extremely young. I know several lattice-based schemes have been found to have vulnerabilities to them. Making a tough encryption scheme is... well it's hard and it takes a lot of iteration and building. I wouldn't trust any post-quantum schemes for another decade or two at the very minimum.
