It's optional.
You can run most steam games offline no problem if you realize that what you have on the desktop is a steam:// link and not a shortcut to an executable.
It's on developers to implement protections for the most part.

You can actually sell games DRM free on Steam if you want. Most publishers just don't do it and many will actually even add DRM on top of Steam's DRM
(I think there was a site a long time ago that listed a bunch of them but I'm sure it's very out of date, and a lot of visual novels and stuff are DRM free, but people don't even act like they exist)
