If the goal is actually attaining AGI & super intelligence. It's inevitable.
The issue is that US AI doesn't want to be Open, even if they do put it in their name. They don't want to share research or work together so they'll fall behind. The only thing they have going for them is compute and buying up companies.
America also just does not fucking learn. They think that by shaming the Chinese and restricting them access that they'll just stop, but they have repeatedly demonstrated that they will not just sit back and take it in the ass. They instead work on building and designing their own products, leveraging what people learn at foreign universities.
Even that started to dry up too because their universities improved. Now you've got people doing the apolitical grift on the tubes to cry about how hard it is to manufacture things in their own country and how China are the ones who can make the tooling like as if for some reason they just completely ignored the past 40-45 years of neoliberal economics they've been worshipping.
Export restrictions and sanctions don't work on a people who have goals, morals and values.
There'll always be weak links to exploit, but that doesn't always scale.
