I am American and want to learn hacking. But most hacking is illegal. Are there are targets that I can hack into that is legal? For example, what if I hack Russia, Chinese, or North Korean targets? Would the police care if I do that? Would the police try to arrest me if I practice hacking on America's enemies?

I would say, given the current situation, the chances of getting in actual trouble are like close to zero if not zero, at most your ISP will screech at you for excessive traffic or complaints.
you will obviously get caught and if you work alone you won't be able to score big hits, still great to practice on real systems instead of that toy playground for kids that are hackthebox and tryhackme (still better than nothing, but you should check them out before getting into out into the wild obviously).
the thing is if you lived in Ukraine or some shit you could do it all day with impunity, in fact most of the little fishes in russia have already been compromised while actual big targets and critical infrastructure is hacker groups/state-sponsored hacking tier.
you are still violating international laws and norms to which most western countries agreed, it's a grey area and there's not much information about it, so why don't you try OP and tell us how it went
