chrome is hardxoded to reserve half your available memory when it starts, ans to use it liberally. It's also why linux systems using swap basically can't use chromium (swap appears in the memory query chromium makes so it ends up using 2x+ memory)

You're supposed to leave programs you commonly use open. I know it goes against every instinct but that's literally the reason for having 16+ GB of ram; so that you don't have to wait for the programs to start up (and you can afford to leave them running idle in the background).
