Create account from US phone number, it will bypass the requirement. You can buy disposable ones online. You might also need that "youtube age verification bypass" userscript sometimes. To download videos with yt-dlp, simply export the cookies from that previously mentioned account to txt file and pass it to yt-dlp.

OP last time I needed new youtube account I just used someone else's phone number and put in the code while they weren't looking. Really easy to gain access to peoples phones. You can even use landline then tell old lady that owns it that it was a scam call. They get 30 of them a day so they'll buy it.
