vp8/vp9 and even av1 are all easier to decode than the mpeg counterparts when it comes to software decoding
the problem is that the mpeg formats (except with the new h266) are hardware accellerated much more commonly, so it's tough to determine.
a gpu that has hardware decoding for both av1 and h264 will have basically no difference in cpu required or power use (actually, on amd rdna 3 gpus h264 is slightly more power hungry than all other codecs for example), but since that's not always the case while h264 has hw decoding everywhere, the question is really hard to answer.

vp8, which overall sucks ass and barely competes with it, plus the h264 patents are expiring soon which will make vp8 completely irrelevant and pointless to use in any case.
only valid use case for vp8 when ignoring patents was to allow youtube to work on the nintnedo wii, it didn't have h264 hardware decoding and h264 quite heavy to do it in software on such dogshit hardware.

...then any codec at an high enough bitrate? why would you go for those two when space isn't a constraint? vp9 is probably the worst choice overall, takes ages to encode, x265 is faster and higher quality.

Is it that time again? Where I replace my entire library and all my devices for no reason other than some faggot claiming 1% gain in encoding efficiency? Better buy entire new workstations and servers right now so I can pump out the same content as I did before. Wow such an improvement. We can now have 600MB rips at the same quality as current 1.4GB rips. I'm sure people will actually do this instead of releasing everything at the same size anyway. Oh wait. The HDDs are bigger than 10 years ago. Better release at 2.8GB now since it's better quality!

Don't care. Still releasing in x265 10-bit and x264 8-bit. That's what the people have. That's what I release under and my encodes of sane file size look better than 99% of other releases still. Maybe in another ten years the scene will standardize around a new codec and end users will be willing to buy new hardware. But not any time soon.

Enjoy your bad fake HDR, AI upscaled to 4k while no real film source exists and early generation av1 overly compressed bullshit copies that you're just going to replace in 5 years anyway I guess.

People are more stupid when it comes to video codecs than they are with digital audio. It's really amazing.

really vague way to ask... you want to transcode videos you download from youtube? Not a good idea. If you mean which codec to download them off youtube it depends, you just gotta look for ratios between each available file size.
