There are decent filtering/parental control options available but parents aren't using them. I'm not sure what the answer is. It's not really reasonable to say that anyone under 18 shouldn't use the internet at all, because then they won't know how to use it as adults.
They should probably start in a strictly walled garden and then gradually be let out of it with supervision, time limits, and reminders to be critical and skeptical about what they read and watch online. But that only works with smart, switched-on, considerate parents.
