This is doable, most trackers do not have >90 days seedtime rules. Usenet can make it so you don't even have to think about it.
Overseerr/jellyseerr work like how you describe, you request things and then in the background they get downloaded to your server. I would suggest a intel alchemist or battlemage igpu or gpu on your seedbox/vps/cloud server though, so you can easily transcode at high quality on the fly with concurrent streams. This will be more expensive monthly of course. 10mbps av1 will work well enough for a phone screen for 4k.

Here's something what I've been thinking lately.
The bittorrent protocol was designed to achieve certain goals.
A private tracker has similar goals, but some are slightly different.
Security, one of the most important one for a private tracker, doesn't even exist in the original bittorrent protocol.
One could design a different protocol more optimized to the use case of private trackers, implement it in some library and have various front-ends made for it.
By having complete control over a custom protocol, one could achieve having way better tools in organizing the content, minimizing the bandwidth, optimizing resource usage especially on the tracker server, eliminating cheating, having security. Maybe even the tracker database could be easily shared around so nothing is lost. And so many other features that are truly useful.

If you're an big seeder, you may have 50K+ torrents active at a time.
The client has to announce to the tracker each torrent individually. Usually, it's once every 30 mins, but some trackers increase that period to 1 hour, maybe 2 hours.
To perform an announce, it creates a TLS session which involves several packets back and forth to establish the connection, send the big crypto numbers, send the secret keys and then the http protocol request followed by the bencoded respose (having two different encoding formats is also weird). I have no idea how much the bandwidth is, but let's assume it's 8KB of data per announce.
50K * 8K every hour means 115KB/s bandwidth that is consumed just to announce you're staying connected. A continuous stream of 115KB every single second.
It may not be much in the current day, but it's a bandwidth stream that is constantly sent and anyone who can listen to what's transferring around can find out where some of the big seeders are.
By changing the protocol to be more "quiet", once could easily eliminate that announce stream. All a client has to do is to send updates (when a torrent is started/stopped) or when a client comes online or goes offline. The "keep-alive" can be just a small packet once every 10 mins on a long held already encrypted tcp connection (however, cgnat can terminate connections, the keep-alive should be way more often, let's say send 16 bytes every 30 seconds, like how online games do it).
Considering they're becoming quite aggressive lately, each seeder becoming more "quiet" should help with what might happen at some point in the future.

Why is BHD the only tracker that punishes you for posting their internals to public trackers or certain private ones?

I'm not into advanced stuff regarding automation, *arrs and similar stuff so this bit is from my own perspective as a novice user.
The problem with torrent files is that it ties the filenames with the hashes of the contents.
IMO, these should be separated.
To organize some library (be it movies, TV, games, books, other resources), it would be good to be able to organize the files in some hierarchy and name them so they all have a certain convention. The name should not contain stuff like encoding, like how scene names are, but this information should be visible on the torrent description page.
It would be even better if some tracker mod or user handling his own torrents to rename the file on the tracker and have it renamed on the disk for everyone who seeds and downloads it, automatically. But this kind of thing to work, it would need some weird esoteric stuff to be implemented.
Ideally, you would specify in the client some disk where you want to store the seeded contents and how much space to use, the client manages internally all of that without any user intervention. When you need something, you browse the file hierarchy with the viewer provided by the torrent client and you extract what you're interested in at that time, to your own folders.
Some might not like that, some might do.
The advantage is one uploader is organizing the files he uploads, a torrent mod checks everything is according to the convention established by the tracker rules and everyone benefits by having every single file having a consistent naming and hierarchical organization.
There could be some files which are compressible, sometimes even significantly, they're stored and transmitted between peers in a compressed way. When you extract the files from the client storage, they're uncompressed on the fly. There are good compression algorithms which achieve at least 800MB/s decompression speed. Compression is optional (it makes no sense when there are no space gains).

Changing them changes the hashcode and everyone has to update the torrent in their torrent client.
The idea is to store the hashes of a generic unnamed file, the clients store both the contents and these hashes and the filenames and file hierarchy is managed separately and automatically from the tracker to the clients.
The tracker is the authority which decides the file organization, not the torrent file.
Some security needs to be established somehow so a hijacked tracker doesn't destroy the organization on the clients when something bad happens.

That is exactly what I would recommend. If the IP does not change it's probably unique. A VPS with a NAT setup is rare. If you're too lazy to set up wireguard just use SSH tunneling. That's always what I did when I needed to.
