There isn't any proof of it. Intel ME is designed for IT admins to lock stolen PCs, not for use by the NSA.
However if anyone, including the NSA found a vuln in it and didn't disclose it, they could use it.

In order to open the backdoor you need the secret backdoor key. Now the question is how capable the three letters are of keeping those keys secret. The most likely risk is an insider using them for their own purposes or even selling access.
