I think it's a 3-5 seconds delay at the start of the video and then it plays normally
I doubt modern google engineers are capable of injecting adding random lag to a video stream, I feel like 90% of them are retarded code monkeys and even if 1 in 10 would be capable of designing such system, management wouldn't allow it because the codemonkeys wouldn't be able to maintain it.
