That is also part of the censorship in Sora. It has some built in filter for real people that under certain conditions kicks in and deliberately draws an unrelated person. It is more common for realistic gens than stylized one. You can prove that it is a deliberate filter by asking it to do the same gen in a [insert style here] style, in which case now it will most likely draw your Vances correctly.

Ok sora keeps dying on and off for me so it took some time to experiment.
I think the filter for this has a very oversensitive ("better safe than sorry" approach from OpenAI's POV) filter for anything that shows skin around female chest. It is seems to be getting triggered at the side boob, cleavage etc in the outfits. (Even if zero nipples are shown) It doesn't seem to mind cosplay's of more chaste outfits.
Here is an outfit more in line with Sora's liking.

I've not used it a lot lately, IIRC usually it's more generic, but it does that sometimes and in those cases it will suggest to (radically) change the tone of the picture (the message continued with two *respectful* alternatives, focusing on either the Arabesque architecture or the traditional attire). Honestly it's not really so helpful, in my opinion, and the filters are harsher in the first place, no matter the style or usage of reference media. Anyway I just got a similar reply from ChatGPT while trying to refine picrelated's prompt
