hdr10 is a encoding and transmission standard for content and hdr400 is a hardware certification for the monitor, they are not comparable

hdr10 isn't a monitor spec. it has nothing to do with the monitor. it's how the video you're watching is encoded.

And it's a certification, that your display can do at least 400nit. Not an industry standard unlike HDR10, HDR10+, dolby vision etc...
