i nearly did the same thing, the issue is the blue peel they use literally looks like a colour that a thermal pad could be, and doesn't have any notice about removing it, poor design really

Just take the fan off and check while it's unplugged. If the paste is fresh you don't have to reapply it.
As someone who does circuit board assembly/repair, the amount of worry people have about their computers is crazy. Then again, if I fuck up a board, I don't feel the thousands of dollars gone in one mistake.
