Basically they're listening to "audio-books" style UI.
Take your browser (Firefox in this example): "Four-chan - slash g slash dash Gnome (pronounced like the fantasy character -Anon) is getting ready for disability priude month. Are you excited?"
And then if you make a reply:
"Name" (tab)
"Options" (tab)
"Blank input" (they type what they want while the reader says what they're trying) (tab)
"Get Captcha" (tab) "Type the Captcha here." (they do, but in this case 4chan's Captcha isn't blind/A11y-friendly) (tab)
"Browse" (file upload, but they don't know that) (tab)
"Post" (Enter)

"iToddlers"/Apple has it built into the iPhone and I think Android has it as well if you want to enable it and see for yourself. It's a bit maddening if you're not used to things telling you what they are and how the navigation works, but eventually you get used to it.
