There's some memory overclocking potential left in that kit, but it's very annoying & time-consuming to stress test.
Overclocking the 12900K is possible if it's liquid-cooled.
Undervolting the CPU will achieve the easiest performance/efficiency gain.

Maybe 5GHz P-Core during all-core loads, it's not very beneficial for gaming.

These are some good/detailed guides.
Read the sections about the voltage regulator's LLC and the CPU's AC/DC load line if you're going to set an adaptive OC.

3070 if you're certain you don't care about AI or VR. 3060 is a bit more flexible in that regard, but if you only want to play vidya at 60+ FPS and will lower settings accordingly, it's unlikely you'll hit the vram limit often.

In the US, it looks like you can get lucky with a 6800/XT.
But prices for some of the 6800 non-XT is too close to a new 9060 XT 16GB.

overclock if
a) you don't depend on your PC for critical things (job, livelihood, etc)
b) you can afford to replace it
c) you have a secondary computer to use if something goes wrong and breaks
d) you're not bothered by some BSODs

for me, it was worth it
but if you get unlucky with the silicon lottery you can just invite headaches

all the tryhard overclockers are usually in a honeymoon phase where they worship their PC and have a boner for it and stare at benchmarks
if you just wanna get shit done, overclocking is often a waste of time and you can usually just buy faster CPUs like an i9 instead of an i7 or an X3D chip if you want and the gap between overclocking a lower model chip is bigger than anything you'd gain from OCing anyway so it's kind of a meme now
last time overclocking was in a sweet spot was probably the 2500K era or delidded Ivy bridge when we had a decade of quad core hell and incremental gains

My uncle is gifting me a PC. As he claims that he took ample amount of time to research the parts I don't want to judge him as it would hurt his pride. And I am badly in need of a good PC. Here are the specs

I was originally going to repurpose a B350 mobo I had, but seems like it's cooked (tried a few known-working ram kits & 3 different cpu's (3100, 200ge, 2400g))
would it be worth trying to scour local secondhand markets for a B350/B450 mobo for my current R3 3100, or just say fuck it and buy some cheapshit that has the features I need?

Yep. The biggest major improvement four your stuff would be a 5950X and a more powerful GPU but that'll set you back another $1000 to upgrade that. Option's always there though.
But for photoshop AE etc you'll want more ram, I'd say 64GB but 32GB could do. 16GB is workable but pretty limiting. It's also good to have a scratch disk but that's an upgrade you can make right away just slap another TB ssd in there they are cheap.

Lots of gaming, but I'm lazy and leave tons of tabs open.

I've seen the 9700X/9900X comparable to the 7800X3D, just not quite as good.
But pricing is a good metric for me. Thats why I ruled the 9800X3D out. 9900/9700X is dirt cheap.

How much are you paying for this card? It will probably run loud in that A3 mATX case.
ASUS Prime (OC) is usually the better model and at a similar price point.
I would consider swapping the card to the RTX 5070 Ti ASUS Prime (OC) if it provides better value for money.

You don't need a 1000W PSU for this build, the 850W version of that PSU is fine.

It's nice for static images but yeah I'm big on motion clarity, and to match my TN response time I need to at least reach ~180fps (vs 144Hz of the TN).

The colors are nice for sure, and the 1440p resolution is great to see more of the games, but yeah I don't have the "wow effect".
And it's weird because I tried a bad IPS panel for the first time too, and the motion clarity was the worst of all, but I think I was more impressed on static images, even with fucked up reds.

this is impossible since oled is way faster, in fact the normal conversion rate for oled to lcd is that oled is 1.5x faster per refresh rate
so to match a 144hz a oled would only need 96hz for the same percieved clarity
a 180hz oled would be equal to 270hz lcd
that makes 0 sense, literally impossible
unless you are running strobing which would 3,5x the clarity or something compared to the oled, I forget
if you care about motion you need a way higher hz or a strobed lcd

since the screen is running native 240hz it should have superior input lag at even lower fps too but anyway

I know everyone is chasing the dragon and every update is lackluster to our burnt out dopamine receptors so much so that even a qdoled vs a tn does not impress you
you need 500hz or strobing to get better clarity pretty much

That AIO with a cute 120mm radiator is not enough to cool a 12900KS that is specced to draw up to 241W of power (easily over 100W while gaming).
You want to use an AIO with at least a 280/360mm radiator to cool that processor.

Most of the fudders don't understand how this game's texture pool works.
Higher settings mostly affect the quality of textures that are further away.
There's no big visual difference going from High texture pool to Supreme or Ultra, especially if you're playing the game on a 24~28" monitor.

I spent many hours on all floors troubleshooting my PC being able to boot but not POSTing on reboot and the reason was that the BIOS setting that manages BCLK being set to Manual with all subsettings (the ones that only become available when set to Manual) on Auto is somehow different from the main setting being on Auto in the first place. I thought we were going to need to wait years to see 24Gb (3gb) chips being used by nvidia for consumers, but they were already using those chips on the mobile 5090 in march which is a 5080 but with 24gb of vram (only possible because of the 2gb -> 3gb chip upgrade).
So as the supply increases, they are going to put them into the other GPU's for the vram increase.

5.0 is faster in mostly professional tasks, like it will load faster some huge files in the video editing software and so on. not much for daily 4chan lurking or games
So if you have 4.0 or even 3.0 drives you probably don't need it. if you don't have any drive you might buy it as primary drive. if you have the money

Money isn't an object, but I don't want to throw it away if I don't need it. I don't have the computer yet I'm trying to figure out information for a future build. I don't do any professional work, it would be used strictly for gaming and file storage I run a plex server that's about it. My computer is 11 years old so I don't even know what "fast" feels like. If you have to ask you don't need it and you certainly don't want to waste money on the more expensive SSD. The OS in particular DOES NOT make any significant use of the higher theoretical bandwidth. Neither do games. Only some productive applications read/write huge amounts of data from/to disk repeatedly and might nearly saturate it. Even if the motherboard manual declares the 'Blazing' M.2 slot the primary slot to install a disk in, you shouldn't waste it for your (hopefully dedicated and smaller) OS disk. Reserve it for later in case you eventually happen to really need the bandwidth for heavy workloads.

The motherboard is not defective, it's perfectly fine. Only ASRock's software engineers did a sloppy job with the BIOS but finally managed to fix it. Just flash the v3.25 or v3.30 before installing/booting a CPU and it's good to go.

oled has flicker which may or may not affect your eyes, also the infinite contrast causes the pupils to zoom in and out constantly which might cause eye strain unless you lower the contrast, allegedly, also most people probably use too high brightness which also can give you eye strain, also blur and pixel fringing can give you eye strain too
tldr everything can give eye strain but not sure what is causing yours if you have any

you still need more fps for more motion clarity, or you need strobing at 100hz+(to avoid flicker)
120hz strobed is like 320hz+ motion clarity
