The correct solution would be requiring operating systems to implement parental control settings passed to the browser for websites to read. no verification, just require that all 18+ websites check for parental controls and autodeny if they haven't been set up yet or cannot be found on the OS. now all you need is to educate parents. no privacy lost, no reason for 18+ websites to not respect the rule, all it requires is for parents to - get this - PARENT their child's internet usage

of course, this will not be done because businesses live and die over selling user data. and getting PII like a driver's license is a jackpot

Yes, generally verifiable procedures are considered good enough and age verification for the internet is much less consequentially than say selling guns to a minor. So if the audit can prove how an ID is verified with a working procedure:
1) we get the ID
2) we verify it's valid against a state database
3) we delete the ID after issuing an private authorization token

Why is the internet exempt when you have to show an ID buying porn in a local store? That seems ridiculous especially since we know children do in fact use the internet.
