Whatever you buy examine the hardware decoding features of the CPU's integrated GPU. 1080p 60fps h264 is your target. H264ify extension in chrome or Firefox can make it work on YouTube.

Whatever you end up buying do yourself a favor and install Linux Mint on it, windows is so bloated it makes perfectly good hardware for youtube/streaming feel obsolete when it really isn't. If you're just streaming on a weak device its perfect for you.

Probably. Just disable VP9 because it uses a lot of CPU cycles, and watch in VP8 instead in Firefox.
I know that because I had a shitty laptop once, which only played 1080p videos without stuttering if I disabled VP9.

I'd recommend buying outlet/refurbished/outgoing models from stores instead of buying second hand. You can get pretty decent bargains that way with warranty. I just bought an Acer Aspire 3 with a ryzen 3 7320u, 8 gb soldered ddr5 ram (which sucks since it can't be upgraded buy it was cheap), and 128 gb nvme m2 ssd (which I'll have to upgrade) for €150. Even though the 8 gb probably ruins the longevity of the pc, it'll still work decent for a while and you could always install linux or even windows 10 on it for it to work for longer.
