the two i suggested above are in place and working now. gopher being the older protocol is all clear text and no encryption while gemini the newer protol offers encryption like the web.
you are limited to what you can build basically text but that is more than enough. with both protocols you can host files for download.
the other suggestion is the return of the BBS. Plenty are up and running too and offer both telnet and ssh. You can also leverage existing technology like fidonet to connect the different BBS together and send messages between them.
