web tech is a solved problem especially when web 2.0 was sufficient to carry the majority of the market capitalization for front end purposes, meaning that further value only has come from the services from the backend side of things and that we've seen has had immense investment.

Because JS just works. Web is 98% WebAPIs and 2% the language. Changing language would require redesigning the whole web and could result in tons of new vulnerabilities for no good reason. Modern JS runtimes are very fast, safe and have everything you could want. With the help of WASM and WebGPU you can accomplish anything anyway.
