Spoofing is a bit difficult because you need a deep basement or Faraday cage.
You also need an EU payment method to change your Apple ID region I believe.
And you need to go back into the cage whenever you want to install something because the grace period only applies to updates.

Jamming would make the second part difficult (and is also very illegal (but I assume you don't care)). I guess it should be theoretically possible to jam "every WiFi network other than this particular one" but since I'm not a three letter agent I don't know if it's possible in practice. Do you?
