that's not just microsoft but every globohomos.
this kind of busywork is needed to generate interest from shareholders and so people can keep their well-paid but worthless job for longer.
windows should be a 10-man project, it's over 30yo at this point, UI/UX has been solved since xerox, the nt design while not perfect is rock solid and well-documented, they just have to keep the internal udpated and support new hardware.
in a perfect world 10 and 11 would still look like 7 and with no telemetry, windows marketshare would be as high as ever while costing nothing to the company.
it's amazing how making a good product is not what make you money, truly a fucking shame and I think everyday about what if scenarios where globohomos weren't where progress goes to die...
if you want to do something innovative you can't work at any of these companies because the probability that you end up in that one team that still does actually work is abysmal.

abnyway, they switched to "universal" runtime that's now provided by windows itself that all apps rely on, and .NET just calls into the C++ dll runtime for these functions
my guess is when they made the universal runtime, they didn't have proper testing, so somebody wrote shitty code and it got shipped (either that or generated by AI)
