when it comes to media applications and codecs, its probably due to licenses. many of these codecs are in a grey area, at best, in the west. arch can say, see, are vlc isn't built, by default, with h264 support, and so on.

Those other optional dependencies are for decoding files using the individual codecs rather than handling it through ffmpeg. If someone wanted to use the codecs they could have functioning software without ffmpeg. You want to do this inverse and use ffmpeg without the individual listed plugins.
Doing it the other way, with all the plugins installed by default, means that both of you need to have all of the plugins. More software installed = bloat.

Of course. If it pulled in some codecs by default, then those who wanted to use the other means of codec access would be stuck with both.
You want to use ffmpeg, but if it pulled in the individual codec plugins by default you'd be stuck with both sets of packages. Likewise for individual codec users if it was the other way around. That would be bloat.
"optional" doesn't imply you could go without all of them, it just means you won't be forced to use any particular one of them.
