Labor demand doesn't work that. You can't simultaneously want less labor for a specific skill and then also want more labor for specific skill. If they wanted more devs they should have kept the ones they already had and requested more via H1B or laid off the ones they had and requested none. Doing both shows they still need those employees they just don't want to pay at that rate and know they won't take a pay cut.

The only place I can see labor shortages being real is in places like crop harvesting (which is seasonal and often far from population centers) or the extremely niche or high skilled positions. Pretty much everything else is bullshit, and could be remedied with higher wages and benefits. When people say "Americans won't do those jobs" just point to sewage divers working for 40-70k.
